It's businessspeak that means pretty much whatever you want it to mean. "Oh look I have reviews on my site" ... *poof* web 2.0. Oh look, we use the Google Map API *poof* web 2.0. Eh.. I'll spare you a long diatribe, but I found this wikipedia entry on it, which I just found also has given us a target!

I'm partial to:

...little more than a buzzword; or they may suggest that it means whatever its proponents want it to mean in order to convince their customers, investors and the media that they have begun building something fundamentally new, rather than continuing to develop and use well-established technologies.
